Compulsory Educational Justice——the Fair Basic Point of Education

义务教育是基础教育中的基础,义务教育公平是教育公平的根本立足点和出发点。在我国现阶段,确保义务教育公平须在法律上明确义务教育的投资主体;通过立法保证一定年限的免费义务教育;缩小义务教育资源的区域差距、城乡差距和校际差距;保证义务教育的入学机会均等。

Compulsory education is the foundation in the basic education. The compulsory educational justice is the fair basic foothold of education and starting point. In the present stage in our country, in order to keep compulsory education to be fair, it is needed to legally define the investment subject of compulsory education, to guarantee a certain service life of the free compulsory education by legislation, to reduce the disparities of compulsory education resources between regions, between urban and rural areas and between schools, and to guarantee the equal opportunities of receiving compulsory education.
