行政事业单位国有资产管理目前存在资产使用效率低下、资产流失严重等问题,加强行政事业单位国有资产管理要建立统一的行政事业资产管理体制,健全行政事业资产管理制度;开展行政事业单位的清产核资工作,摸清家底,明晰产权关系,建立完备的产权登记制度;加强对行政事业单位非经营性资产转经营性资产的管理,实行有偿使用并确保其保值增值;优化资产的配置,提高资产的使用效率。资产管理要与预算管理、财务管理有机结合。
