摘要
剖析科技领域失信行为,有利于遏制社会信用缺失现象。科技领域信用缺失,大多存在于科技计划和科学基金项目实施过程,主要包括:评估评审资料的失信现象,项目任务合同执行过程的失信现象,项目评审、鉴定过程的失信现象等。治理科技项目失信行为主要措施是,制定科技人员信用规范,建立信用信息评价指标体系,完善信用数据库和信用信息共享平台系统,构建失信行为惩戒机制。
Analyzing bad credit behaviors in scientific and technological fields is favorable to containing the phenomena of credit losses in society. Most of the credit losses in these fields occur in the implementation of scientific and technological planning or science foundation projects, which include those bad credits in evaluating data, in carrying out project contracts and in appraising projects. The countermeasures against them are to lay down credit norms for scientists and engineers, build an evaluation system for credit information, improve credit database and shared platform system, and establish an effective mechanism against bad credits.
