经过近20年的发展,北京的网络文化发展取得了世人瞩目的成就,已经成为全国乃至国际互联网发展的中心之一。北京的网络文化建设特点鲜明,在业界和学界都影响巨大。但是,网络这柄“双刃剑”在给人们带来福音的同时,也给北京带来了新的社会和道德问题,亟待解决。文章将就这些问题提出具体对策,以期促进北京文化发展战略的整体推进。

With nearly 20-year development, cyber-cuhure in the city of Beijing has attained remarkable achievements. Beijing is among the centers of the Internet development, both in China and around the globe. Featuring particular cyber-cuhure, the city has a tremendous impact on both the industry and the academia. As a double-edged sword, the net brings about not only some merits but also new gocial and moral issues. Some specific measures will be proposed to tackle these problems, so as to promote the overall progress of cyber-culture in Beijing.
