石油天然气企业安全成本初探

PRELIMINARY STUDY ON SAFETY COST IN OIL AND GAS ENTERPRISES

根据石油天然气行业特点和相关资料提出石油天然气企业安全成本概念。安全成本包括保证性安全成本和事故成本。分析了安全成本与企业安全水平的关系,影响油气行业安全成本的主要因素为经济社会发展状况、科学技术发展状况、运营年限和其它影响因素。为分析安全成本定义了安全成本率、安全保证程度、功能成本率等3个指标,指出应在油气企业开展安全成本管理,并提出建议:作好与安全成本有关基础数据的统计工作,建立、健全各项基础工作,加强推行安全成本管理工作的宣传力度,增强安全效益意识,对企业安全成本管理者和员工进行培训。

The concept of enterprises' safety cost was put forward and defined on the ground of the features on oil & gas industry and the references, the composition of safety cost in oil & gas enterprise including guarantee-purposed safety cost and safety failure cost. It is analyzed the relation of safety cost and safety level, and the main factors affecting safety cost in oil & gas enterprises mainly include as follows: the economy and society development, science and technology development, operation life and some other influences. Three indexes are defined for safety cost to be safety cost rate, safety guarantee degree and function cost rate. At last, it is suggested that safety management should be carried out in oil and gas enterprises and relative suggestions is put forward, i.e. doing the statistic works on all the data related to safety cost; setting up and fulfilling all the fundamental works, strengthening propaganda to promote safety cost management, strengthening consciousness of safety profit, designing training programs on enterprises' safety cost for staff and administrators.
