摘要
我国人力资本投资的状况不容乐观,人力资本投资的风险较大,这种局面的造成既有人为的因素,也有制度上的缺陷原因。改善人力资本投资风险增大状况的一个重要措施就是完善各项相关制度,从我国现行的教育制度、户籍制度和医疗保健制度的缺陷方面着手,对如何规避人力资本投资风险和完善现行相关制度提出了建议。
The situation of human capital investment in China is not optimistic. The risk is high, which is resulted from the artificial factors as well as institutional defect. An important measure is to perfect the relative system, including educational system, household registration system and medical care system. Some suggestions about the risk avoiding and systems perfecting are provided.
