经济转型后期的中国经济改革模式

China's Economic Reform Model in the Later Period of Economic Transformation

中国的改革模式是与中国的国情相适应、以建立社会主义市场经济为目标、以实现中国经济和社会的现代化和中华民族的伟大复兴为宗旨的经济转型模式。这一模式的形成,既体现了经济现代化和市场经济发展的一般规律,又反映了中国特殊的制度、国情和历史阶段的要求。当前,中国已经进入了经济转型的后期,经济改革和经济发展呈现出了一系列新的阶段性特征,面临着新的形势和任务。在这一新的历史阶段,中国的经济转型具有以下三个主要特点:第一,中国的市场经济模式仍然是一种处在工业化、市场化过程中的初级的政府主导型的市场经济模式。第二,必须坚持社会主义市场经济的改革方向,既要进一步发挥市场机制在资源配置中的基础性调节作用,又要注重市场经济的社会主义性质,把市场机制的长处和社会主义的优点结合起来。第三,要坚持以科学发展观统领经济社会发展的全局,坚持按照“五个统筹”的要求积极推进改革开放,从实际出发不断创新改革与发展的模式。

China＇s reform model, aiming to the establishment of socialism market economy and realization of economic and social modernization as well as great renaissance of China, is seasoned with the situation of China. The formation of this model took into account not only the general law of economic modernization and market economy development, but also the specific requirement of China＇s system, situation in historical stage. China is currently confronted with new situation and challenges in later period of economy transformation, which is marked with ternary characteristic as following： firstly, China＇s market economy is still in primary stage which is government-oriented during the process of industrialization and marketlization; Secondly, the reform should be steadily aimed to the establishment of socialism market economy. While relying on market mechanism to play more effectively the important role in regulation of resource allocation, we should simultaneity pay attention to the socialism nature of market economy, banding together the strongpoint of market economy and the virtues of socialism. Thirdly, the economic and social development should be guided by scientific developmental principles; the reform and opening to the outside world should be actively pushed on according to the appeal of ＂five-plans as a whole＂; and thus we continually bring out innovations of reform and development model with reference of China＇s situation.
