摘要
城市社区卫生服务是近年来中国卫生改革的重点之一。国务院最近发布了关于发展社区卫生服务的指导意见,对社区卫生服务的范畴与内容做出了明确的指示。质量保障对于社区卫生服务的可持续发展至关重要。本文讨论了两种质量保障的概念与措施:准入控制与评审,并且提供了澳大利亚质量评审的范例。政府应该注意避免因为评审可能带来的潜在的扭曲激励机制。
Urban community health service development is one of the most important initiatives in the health reform of China in recent years. The State Council has promulgated an instruction for developing community health services. Category and contents for community health services have been defined, Quality assurance is essential for the sustainable development of community health services. This paper discussed two concepts and strategies for ensuring safety and quality of services： entry control and accreditation. The Australian quality assurance framework was illustrated as an example, The government needs to be aware of potential risks of perverse incentives resulted from the accreditation activities.
