建立和完善著作权集体管理组织是解决我国数字图书馆版权许可的可行之路。文章阐述了著作权集体管理组织的概念、作用，以及国外著作权集体管理组织的发展情况。针对我国著作权集体管理组织的现状，提出了完善著作权集体管理组织的建议。
