本文分析了改革开放以后的历次宏观经济波动,通过对每一次波动背后原因进行探索,试图从中分析政府因素在其中的作用机制。本文认为,政府部门的影响是历次宏观经济波动中的一个很重要的因素。虽然政府部门的职能正在不断转型,但是由于传统计划经济体制的影响并未消退,政绩考核的数字指标、投资手段的方便获取、地方主义思想的影响以及寻租激励的存在,都导致了政府部门时常介入具体的经营活动,起着类似于一个微观经济主体的作用,从而影响到市场的正常运行。因此,政府部门退出具体的经营环节,把自己的角色定位在完善市场的培育者和监管者之上。

Though the government＇s functions have been changing, due to the influence of traditional planned economy, the government＇ s performance appraisal using numeric index, the passport of investment＇s easy getting, localism influence and rent-seeking, which lead the government often intervene business as a microeconomic main body. As a result, the market＇s normal running is affected. Hence, the government should quit business and act as marker＇s foster and supervisor.
