公民作为地方政府的服务对象,对地方政府的绩效则有着最直接、最真切的感受,公民参与机制构建是现代地方政府绩效考核不可或缺的重要环节。本文从公民的社会特征因素、政治特征因素、组织特征因素分析了公民参与到地方政府绩效考核中的影响因素。

As the service object of the local government, the citizen has the most realistic feeling to the results of the local government. Setting up the mechanism of citizen participation is a necessary to modem local government. This text analyzes the factors of the citizens to participate in results assessment of the local government from the social characteristics of the citizens, political characteristics, the organization characteristics.
