摘要 监测是传染病防治的重要基础.世界卫生组织（WHO）指出：随着传染性疾病谱的变迁及各国卫生体制的调整,近年来,许多成员国尤其是不发达国家的传染病监测并没有充分发挥出其应有的作用,这些国家的传染病监测体系有待强化.WHO非洲区域办公室（WHO AFRO）在审视了非洲区各成员国的传染病防治现状及传染病监测体系的工作状况之后,提出了一种国家级传染病监测体系强化策略——传染病监测整合策略（strategy of integrated disease surveillance,IDS）.
