从超载、超限说到运输市场的过度进入和运输行业的管理方针

Taking Views on the Market Over-entrance and Administration Guiding Principle of Road Transport Industry from Trucks' Overload and Oversize Transport

车辆超载、超限运输固然是当前道路运输行业中一个非常突出和严重的问题,但是正确的运输行业管理方针才是道路运输行业全面、健康发展的根本保证。文章以调研的典型情况为例证,以道路运输的基本理论为指导,以发达国家道路运输发展历程为借鉴,论证了公路车辆超载、超限形成的根本原因是运输市场的过度进入。而解决市场过度进入则需要正确的运输行业管理方针。基于我国道路运输行业所处的发展阶段,对道路运输行业进行适度的经济管制应成为今后一个阶段的管理方针。

Overload and oversize transport of the commercial vehicles is no doubt a very outstanding and serious problem in the road transport industry at this stage. But only a correct administration guiding principle for the road transport industry is the fimdarnental assurance for comprehensive and healthy development of the industry. This paper demonstrates that the essential cause of overload and oversize transport of the commercial vehicles is over-entrance to the transport market, which is based on the typical example from investigation report and road transport basic theory and uses for reference of evolution of road transport industry of some developed countries. So a correct administration guiding principle is needed to solve the market over-entrance problem. According to the development stage of road transport industry of our country enforcement of a moderate economy regulation should be the administration guiding principle of the industry at this stage and in the near future.
