Energy Performance Contracting in Shanghai

根据政府支持、市场运作的原则,本文从调研、试点、开始到落实、协调机构、优惠政策等阶段具体介绍上海市开展合同能源管理这一节技改能新机制、新模式的特点和典型案例,以及目前在推广应用中存在的障碍,并提出需要政府扶植的建议。

Based on the guiding principles of government support and market-based operation, through information about investigation, demonstration, implementation, coordinative organizations and preferable policy, this paper describes in detail the development of Energy Performance Contracting in Shanghai-a new mechanism and model of energy saving and technical renovation together with the characteristics and the example of typical show case and the existed barrier to disseminate its application, and then proposes the recommendations that need the government to provide further supports.
