论公共信息管理系统在提升政府危机管理能力中的作用

公共信息在帮助政府及时地识别和界定危机、迅速地进行危机决策、协调各方面的力量应对危机等方面具有重要的作用。目前我国政府公共信息管理方面还存在着机构设置不合理、管理机制不健全等欠缺。我们应该在加强对公共信息认识的基础上,通过建设完善的公共信息资源库、建立健全的信息公开制度和强化与媒体的良好合作关系等方式健全和完善我国的公共信息管理系统,提升我国政府危机管理能力。

Public information plays a important role because it can help the govemment in realizing and defining the crisis in time.decision making for crisis management quickly,harmonizing all powers to response the crisis ,and so on .Now our govemment still has some deficiency in public information management ,such as the setting of istitution is not reasonable,the system of govemment is not prefect ,and so on.We must be on the basis of emphasized on realizing about public information,by ways like construct a prefect public information resources pool,set up a right system of publicity of public information and reinforce the cooperation with the media to construct and prefect the system of public information management ,and then we can opgrade our govemment＇s ability of crisis management.
