作为生产资料所有制层面的产权是一个重要的范畴,它与生产资料所有制既有联系又有区别。从产权角度看,公有制的本质内涵就是要代表最广大人民群众的根本利益,实现公有资产所有权与经营权的分离,确保公有资本保值增值。现阶段,股份制应成为公有制的主要实现形式,而它本身并不就是公有制形式。

Property Rights and the ownership of capital goods are important and different categories. The essential connotation of public ownership is to preserve and increase the value of state property through the separation of ownership from management for the benefit of the vast majority of people. The joint-stock system is the major form for effectively realizing the public ownership at present, which isn＇t the public ownership in itself.
