基于科学发展观的统筹规划探索

Discussion on Coordinating Planning Based on Scientific View of Development

中国正处于一个发展转型时期,科学发展观的提出,资源与生态意识的觉醒,“以人为本”、对发展内涵的重新认识,对经济发展本身也需要平衡与协调的觉悟,使得规划的属性悄然嬗变.在保留现有规划方法的有效组分的同时,需要建立基于科学发展观的统筹规划范式.就转型时期如何转变思路、统筹规划进行了理论探索.“五个统筹”、“科学发展观”的落实,不是靠简单的政策“打”、“压”所能实现,只有在规划上充分重视经济、社会、文化、生态的结合、融合、相互渗透,使“发展”与“生态”交融,才能为发展起到有效的干预和指引.

In the context of development transition, nation-wide changes are taking place in people＇s view of development, economy, equity and ecology. And the issue of scientific view of development by Central Government has subjected the nature of planning to transformation. In accordance with ＂Five Balanced Aspects＂ rather than the single GDP-first and economy-oriented goal, adhering to the people-oriented planning principle and coordinating development, this paper explores new planning models that aim towards sustainable developments of economies, societies,cultures and environments.
