The Role of Media in Forecasting Catastrophes Such as Reporting Tragedies in Mines

矿难是当今社会最大的不和谐因素,其主要社会原因是,矿主和与煤矿有非法经济关系的官员欺上瞒下,致使监督部门无法深入矿区及时地了解煤矿所存在的安全隐患。因此,媒介作为整个社会预警制度中不可缺少的一环,肩负着舆论预警、反映社情民意、及时制止矿难发生的重大职责;而矿工,是抵制矿难发生的潜在力量之一,我们有必要在制度上提高其政治和经济地位,并为其提供与其他社会群体对话的话语权。

This article argues that to prevent tragedies in mines, it is the government＇s responsibility to set up laws protecting media reporting the truth in mines. Only when the media can supervise the secret relationship between the government officials and the mines＇ owners, and make a watchdog role in the mining process, will the tragedies in mines be prevented. The author proposed that government should make detailed rules improving miners political and economical status, such as granting miners seats in People＇s Congress, setting up the lowest salary standard for miners.
