大连高新园区技术创新能力评价研究

Study on the Evaluation of the Technological Innovation Capability of Dalian

结合大连“十一五”规划的要求和振兴东北老工业基地的形势构建了由5个模块和15个指标组成的高新园区技术创新能力评价的指标体系,借助于AHP分析法和模糊隶属函数等数学方法对目前的大连高新园区的技术创新能力进行定量的评价分析.分析结果表明,2003年大连高新园区的综合创新能力得分为71.76,从隶属度的阶段划分上看处于创新发展的中期阶段,也是实现特色园区与和谐园区目标创建的关键时期.

Regarding the situation of promoting the northeast industry base and constructing ＂great Dalian＂, this paper,according to the ＂15 Plan＂, constructed for the High-tech Industry Development Zone an innovation appraisal target system which was composed by 5 modules and 15 targets. With the AHP analytic method , fuzzy subordination function and other mathematical method it analyzed the technical innovation. The analysis result indicates that the score synthetic innovation of High-tech Industry Development Zone in Dalian is 71.76, on the intermediate stage of innovation development, the crucial time to realize the goal to found characteristic garden area and the harmonious garden area.
