分析了广义上的林业碳汇和狭义上的林业碳汇的概念,得出广义的林业碳汇是一种公共物品,而狭义的林业碳汇是一种私人物品,它可以作为一种商品进入市场的结论,同时指出林业碳汇市场面临着增加林业碳汇存在的各种抵消效应,与其他减排手段的竞争,决策者对林业碳汇市场的认识不足和目前林业碳汇市场的相关法律和制度还不够完善等问题。
Anayizing the wide sense definition of forestry carbon sink and the narrow sense definition of forestry carbon sink. Considers that the forestry carbon sink in wide sense is public goods but in narrow sense is private goods, so the forestry carbon sink in narrow sense can enter the market. Meanwhile the author points out some problems of forestry carbon market, such as increasing the forestry carbon sink will have some offset effect, forestry carbon sink will compete with other methods in future, some deeisioners don't have enough knowledge about forestry carbon sink market, some laws and systems of forestry carbon sink market is not perfect.
