摘要
本文从城市现代化的国际背景及安全态势入手,结合北京城市的灾害背景,系统研究并提出了2008年“安全奥运”建设应强调全过程、全寿命周期的控制对策,并解析了“安全奥运”的风险、工程、管理与文化的几个系统的思路,提出了在工程技术上应提倡以可靠性、安全性理论与机理分析为中心的综合减灾与新技术开发,以提高系统的本质安全度。
This paper has studied systematically and submitted the control policy for the whole process and fully period of the life during the construction of safe Olympics in 2008, as well as resolved systematized ideas on the risk, project, management and culture of the safe Olympics, based on the hazart background in Beijing city and starting from the international background and safe situation of the city modemization. It point that comprehensive management for calamity reduction and new technology application based on theory and mechanism of reliability and safety in engineering technology should be advocated in order to increase the inherent safety of the system.
