摘要
以中国政府绩效评估报告中列示的评估指标为基础,运用网络层次分析法,借助SuperDecisions软件解决了绩效评估中指标的相对重要性权重问题,试图运用该方法对地方各级政府绩效做出较科学、合理和准确的评估,以期提高政府依法行政水平,促其向服务型政府转变。
The evaluation of government performance is a cosmopolitan difficult problem. Traditional evaluation means have diverse advantages and disadvantages. Based on government performance assessment indexes which were listed in Chinese government performance evaluation report, this paper resolves the problem of relatively weightiness of assessment indexes by using Analytic Network Process and Super Decisions software. The author tries to evaluate all levels governments performance more rational and exact than before by the method in order to improve governmental administration level and make them changes to service ones.
