摘要
从我国公共部门全面质量管理研究的现实意义出发,分析了全面质量管理理论的核心内涵,回顾了国外公共部门全面质量管理的应用实践,综述了我国公共部门全面质量管理的研究现状,指出我国公共部门全面质量管理研究还处在起步阶段,缺乏可操作性,进而结合实际提出我国公共部门全面质量管理研究的发展方向和实践中应注意的问题。
This paper analyzes the meaning of TQM＇s application in China＇s public sectors and connotation of TQM theory, reviews the TQM＇s practical status quo in overseas public sectors, summarizes the researches of adapting TQM to public sectors in China. Then pointes out that those researches are still in underway phase and lacked of maneuverability. Further more, the future research frameworks and outlines of TQM in public sectors in the context of China are proposed in detail.
