后税费时代的乡镇机构改革:问题与对策

On the Problems and Measures of Township Institutions Reform in the Post Time of the Tax and Administrative Charge

在农村税费改革背景下,当前乡镇机构存在的主要问题表现在两个方面:一是机构庞大,人员臃肿;二是职能没有正确定位。乡镇机构改革是我国政府机构改革的基础环节,搞好乡镇机构改革既是巩固农村税费改革成果的重要配套措施,也是完善农村管理体制的迫切需要,为此,乡镇机构需要加快政府职能转变,撤乡并镇,精简机构,进行人员分流。

Under the rural tax and administrative charge reform in the rural areas, the main problems of the current township institutions lie in the following two aspects： one is that organizations are huge and staffs are over-full; the other is that the functions of those organizations are not clear or proper directed. Since the reform in rural areas is the basic step in the reorganization of government institutions in our country, success in the institutional reform in the rural areas is not only the important supporting measures of consolidating the good results of the rural tax and administrative charge reform in rural areas, but also urgent necessity of perfecting the management system in rural places. Therefore, it is quite urgent for rural institutions to reorganize, transform their functions, repeal or combine townships, reduce institutions and redirect the people in those cut-off institutions.
