摘要
我国矿产资源在开发中损失、浪费严重，其根源在于资源的产权关系不清，国家所有权虚置。建议把经济手段及市场机制引入矿产资源管理，通过实行采矿权有偿出让，明晰资源产权关系，以保障矿产资源开采的最佳经济效益和社会效益。
The loss and waste of mineral resources in China are serious. The origin is that the propri-etary relation of mineral resources is not clear and state-owned right is nominal. This paper suggests thatthe economic means and market mechanism shoud be introduced into mineral resources management, car-ring out transfer of mining proprietary with compensation and determing clearly the proprietary relation ofmineral resources to ensure optimal economic and social benefits.
