摘要
“效率”和“绩效”两个概念的内涵有区别。市场主体与公共管理主体都在追求管理绩效最大化的过程中以谋求“自利”最大化,但两者所使用的招数却截然相反。在摸准“政治人”趋利的怪招并梳理清楚其反常规逐利的原因后,进一步阐述提高公共管理绩效可采用的有效措施:用最经济的成本投入获取收益最大化,创造高效率的管理机制实现管理的既定目标,强化社会公平机制再造满足顾客需求的有效政府。
"Administrative efficiency" and "administrative benefit" often confuse many learners. This paper, on the basis of distinguishing these two conceptions, begins with the theory of "Human natural instincts are unanimous," and analyzes that "the economic man" emphasizes the input-output ratio, pursuing the maximization of personal economic interest; but the trend and benefit of "the political man" don't pursue the maximization of administration benefit. Conversely, he will input low efficiency and high cost to acquire low benefit, and acquire the maximization of personal benefit from it. This is an absurdity, for which there are some objective reasons. On the basis of making clear the reason, the author puts forward the adoptable, effective measure further about how to improve the administrative benefit.
