张掖市生态环境问题与林业发展战略的探讨

Ecological Environment and Forestry Development Strategy of Zhangye City

建国50多年来,张掖市林业建设取得了显著成绩,但也存在许多环境问题:土地荒漠化、水资源短缺且时空分布不均匀、农业用水比例过大、南部森林生态系统脆弱、北部土地退化严重、中部环境污染和农田林网防护效益下降等,为此,提出了①坚持以人为本,全面、协调、可持续发展的发展观;②切实贯彻和落实林业在生态环境建设中的首要地位和在西部大开发中的基础地位;③保护优先,科学经营森林资源;④以国有林为主体,大力发展非公有制林业;⑤加强宏观调控力度,促进林业产业发展;⑥依靠科技,提高林业经营管理质量6条发展对策。

There are many remarkable achievements in forestry construction of Zhangye City in the last 50 years,but environment problems exist such as desertification,lack and misproportion of water resource, vast scale of agricultural water use,weak forestry ecology in south Zhangye,land degradatim of north Zhangye, environmental pollution and degradatiom of forest belt effect in middle Zhangye,therefore six development strategies are put forward., persist in the development view of overall, coordination, sustainable development ; earnestly carry out the improtance of forestry in ecological environment construction and basic situation in development of Great West;protect scientific management of forestry resource ; with the base of state-owned forestry, largely develop non-state owned forestry; strengthen macroeconomic control to accelerate the development of forestry industry; depend on science and technology to improve the quality of forestry management.
