基于软系统思想的公共项目决策支持模式研究

Research on the Decision-Making Support Mode of Public Project Based on the Soft System Thinking

首先分析了公共项目决策不同于一般工程项目的特点,公共项目自身牵涉的利益群体众多,相关决策信息复杂,大量涉及人的行为。其次从分析这些特点出发,认为公共项目决策具有软系统特点,从而进一步探讨软系统思想在公共项目决策中运用的可能性。最后提出了基于软系统思想的公共项目决策支持模式框架,并进一步分析了其实现步骤。

This research firstly analyzes the characteristics of public project which differs from other projects, includes that the public project has more stakeholders, the decision-making information is more complex and more relate to human behaviors. Secondly, based on the analysis of characteristics, the research considers the decision-making of public project fit to the soft system thinking, and then the possibility of adopting soft system methodology to the decision-making of public project. Finally, the article gives the frame of decision-making support mode of public project based on the soft system thinking, and then analyzes the implementation steps.
