试析老挝刑法对毒品犯罪的惩治

1990年老挝政府把禁毒条款写入刑法,2001年对原刑法中有关禁毒条款作了适当修改补充。特点:1.惩治目的明确;2.刑度适中,体现宽严相济;3.罪名较齐全,提高量刑幅度;4.将劳改规定在刑法主刑中;5.区别对待原则。

In 1990, Lao Criminal Law regulated some new provisions concerned drug control, some supplementary and amendatory provisions were followed in 2001. Characteristics ： 1. Clear penalty purpose, 2. Proper penalty, reflecting alternation with kindness and severity. 3. Comparative complete accusation, increasing the extend of penalty measurement. 4. Reforming education through la- bour being regulated into principle penalty of the Criminal Law. 5. Differentiation principle.
