企业与政府的博弈:民营企业政治化

在民营经济发达地区,一部分民营企业通过经营其与政府的关系获取了超额收益,掀起了民营企业政治化热潮。民营企业政治化现象是企业与政府博弈的结果。少数政治化成功的民营企业从中获得了利益。但民营企业政治化给社会、给政府、给民营企业本身都带来了负面效应,它扭曲了市场配置资源的功能,扰乱了企业正常的经营秩序,侵害了中小企业利益,滋长了政府官员的腐败,并造成了国有资产流失。因此地方政府要着力营造一个公平的竞争环境,合理配置政策和资源,引导民营经济快速持续健康地发展。

In areas with flourishing private economics, some private enterprises gain excessive （abnormal） profits in virtue of keeping close relationship with the government, which arouses a rising tide of private enterprises＇ politicization. The phenomena are the results of the game between enterprises and the government. Few enterprises benefit from their successful politicization, but the politicization brings lots of negative effects to the society, to the government and to private enterprises themselves. It distorts the resource allocation, which is one of the basic roles the market plays. Also it disturbs enterprises＇ normal order, impairs the profits, feeds the corruption, and causes nation-owned asset losses. So the local government should make great efforts to build fair competitive circumstances, allocate resources effectively, constitute policies rationally and lead private economics to a way of developing healthily quickly and lastingly.
