To prompt e-government is the strategical guideline proposed in the 16^th National Congress of CCP. With the rapid development of information technology, to effectively make use of IT becomes necessary in improving modern government＇s administrative ability. It will reconstruct the government＇s organization structures, improve the process and quality of administrative decision-making, make the government administrative and service much better, and therefore strengthen the government＇s administrative ability. To prompt it, we need to make general plans and relative policies, to pay attention to potential safety problems, to give employers advance trainings, and to cultivate necessary political environment.
