栖霞市发展农民水利联合体组织的调查与思考

Investigation and consideration of establishing farmers′ joint-venture organizations in Xixia City

山东省栖霞市近年来创建了大量农民水利联合体,这是由农民自主、自愿、自发组成的工程建管组织。通过调查发现,这一小型水利工程建管新模式适应了现阶段农村水利发展的要求,为农村水利建设注入了生机和活力,政府部门应对这一新生事物的主要做法是加强引导、规范推广和提供服务。

A great number of farmers＇ joint venture organizations are created recently in the Xixia City of Shandong Province. The institutions for project construction and management are serf-managed and established by farmers. It is found through an investigation that this new management model is adoptable to the requirement of present rural water resources development and pour energy or vigor into the management of rural water structures. The governmental departments should strengthen guidance, extension and services to these organizations.
