摘要
2005年汛期,辽河流域的大伙房、观音阁、清河、柴河等大型水库上游发生大洪水和较大洪水,辽宁省被国家确定为洪水重灾区。辽宁省按照“适度承担风险,有效控制风险,主动规避风险”的原则,科学调度,充分发挥大型水利工程的防洪减灾作用,将暴雨洪水的影响和灾害损失降到了最低限度,实现了防洪减灾效益最大化的目标,并探索出了一种“全信息动态综合优化预报调度”的新方法。
In the flood season of 2005, the upper reaches of large reservoirs in the Liao River Basin, such as Dahuofang, Guanyinge, Qinghe, Chaihe and so on, experienced big floods or relatively big floods. Liaoning Province was specified as major flood areas of the country. The impact and losses caused by rainstorm and flood was reduced to a minimum level, since the principle of "bearing appropriate risk, effectively controlling risk and positively avoiding risk" and fully exploiting the flood prevention function of these large water infrastructures. The target of maximizing flood control benefits is realized and a new method of "dynamic and comprehensively all-data optimized prediction and regulation" is developed.
