On the Six Types of Relations in Legislation of Urban Planning

针对当前城市规划立法工作中存在的不足,城市规划立法应协调经济发展与科学发展的关系,协调城市规划法与其他相关法的关系,注重公众参与城市规划的内容和程序,协调法律救济与行政强制的关系,平衡实体性与程序性法律规范的关系,处理好规划编制与实施、监督的关系。

To overcome the shortcomings in the present legislative work for urban planning,efforts must be made to coordinate the relation between economic development and scientific development by legislation for urban planning,the relation between legislation and other laws concerning urban planning,the relation between public participation and content and procedure of urban planning,the relation between legal remedy and compulsory administrative measures,the relation between the baanclng of entity and procedural legal norm,and the relation among the preparation of planning,implementation and supervision,etc.
