佛堂古镇因佛而生,因水而商,因商而镇,因镇而名.因此对它进行保护与旅游开发时必须突出其“水道商市”的特征。应重点开发古镇“古”商业文化游览,古镇乡土建筑、地方历史与民俗文化游览,古镇宗教文化游览,古镇古韵怀古游览等项目;在进行历史建筑维修与新建筑控制时,应坚持预防为主的理念;在资金的筹措上,古镇保护开发应走滚动式开发的道路。
