在发达国家的石油工业中,“油公司”体系同服务公司体系的阵营是分得一清二楚的。几乎所有的“油公司”都不经营油田服务业。在油田服务业内部,专业化分工细致,各企业有自己的特色和优势;凡是靠技术优势占领市场的油田服务企业,基本上都实行科工贸一体化。CNPC(中国石油天然气总公司)的油田服务体系要实现两个根本性转变,就要冲破油田“大而全”的体系结构,实现同“油公司”的真正分离,成为独立企业法人而走向市场,成为市场主体去参与竞争,在竞争中求发展;同时要走科工贸一体化的道路,依靠科技进步来增强市场竞争能力。针对CNPC油田服务战线分散的问题。要从实际出发,寻求相对集中,形成具有相对优势的服务队伍。
In the oil industry of developed countries, 'oil company' system and service company system are poles apart. Almost each and every company does not involve itself in oilfield service operations. Within the service field, division of labor is elaborate and every service group has its own specialization and advantages. Generally, the oilfield service enterprises which have grasped the market with technological superiority all undertake integrated operation of science, industry, and trade. If CNPC 's oilfield system is to realize the two fundamental transforms , it is necessary to break through ' large and complete' structure, and realize the entire separation of service industry from oil companies. The service companies must enter the market to participate and develop themselves among competitive counterparts as independent legal entities. Meanwhile, service companies should expand integrated operation of science, industry, and trade, relying on scientific and technological progress to strengthen competitiveness. In light of decentralization in CNPC's oilfield service operations, it is required that an oilfield service troop with a more centralized and superior capability be sought proceeding from actual situation.
