第1章 基础电信运营商与增值电信运营商
按照《中华人民共和国电信条例》第八条，中国电信业务分为基础电信业务和增值电信业务，其中基础电信业务是提供公共网络基础设施、公共数据传送和基本语音通信服务的业务，增值电信业务是利用公共网络基础设施提供的电信与信息服务的业务。
According to Article 8 of Regulations on Telecommunications of the Peoplers Republic of China, teleconls services in China are divided into basic telecoms services and value added telecoms services. Basic telecorrs services refer to the one supplying Basic ＆ Value-added Telecommunication Operators
public network infrastructure, public data transmission and basic voice communi cations services, Value-added telecorns services refer to the one supplying telecoms and information services through public network infrastructure.
