城市是人类社会政治、经济、文化、科学教育的中心,城市化水平的高速发展给城市环境带来了巨大的资源与环境压力,解决环境保护存在的投入不足问题,是把国家确定的城市环境保护目标落到实处的重要基础.结合对西安市环境保护投资的调查研究,从工业污染治理项目投资、“三同时”项目环境保护投资和城市环境基础设施投资三个方面,对城市环境保护投资进行了分析;重点分析了城市环境保护投资与其国内生产总值、固定资产投资以及环境污染造成的经济损失之间的关系,对西安市环境保护投资水平进行了分析评价.

provincial capital is the political, economic, cultural, scientific and educational centre of human society in a province. Urban environment and resources take tremendous stress with the rapid development of urbanization level. Solving the problem of the insufficient investment of environmental protection is the basis for implementing the national policy. Through investigating and studying the environmental protection investment of Xi＇an, in industrial pollution, ＂the Three simultaneousness＂ and the city infrastructure constructs, the article analyzes the city investment in the environmental protection, the relations between the city environmental protection investment, its GDP, the fixed asset investment, and the environmental pollution created loses,and then compares the level of the investment of Xi＇an in environmental protection with that of provinces and the country.
