摘要
“双证书”制度是高职院校适应社会需要、培养学生应用技能与就业能力的有力举措之一，是能力本位职业教育的体现。实施“双证书”制度需要建立“双证书”教学体系，并且这种体系要适应职业能力新的发展需要。
Operating ＇double-certificate＇system can meet social need and improve students＇capabilities in practices. This paper competence education and its principals system and try to give some advices to improve the professional certification.
