The paper discussed the prospect of ＂Four Savings-Environment Protection＂ policies （＂ Four savings＂ mean saving land, saving water, saving energy and saving materials） implemented in the design of affordable and functional housing for middle-＆ low-income households from the aspects of popularization, design concept and engineering practice.
