北京市“宜居城市”与土地资源利用探讨

The Construction of Beijing Into an Amenity City and Its Land Resources

新一轮的北京城市总体规划已经由国务院批复,其中对国家首都、国际城市、历史名城、宜居城市的功能定位,进一步明确了北京城市未来的发展方向。为实现北京地区国民经济科学发展、和谐社会建设、以及社会主义新农村建设的宏伟蓝图,土地资源作为可以调控地区国民经济发展的重要资源和资产,在城市发展当中起着重要的作用。随着经济、社会、自然资源等问题的逐步显现,国家开始实行最严格的土地政策,从建设和谐社会、宜居北京角度出发,解决北京市国民经济发展与土地需求问题。

The State Council has approved the Overall City Plan of Beijing（2004 - 2020）, which presents such four major functions of Beijing city in its development as a capital city, an international city, a historical city, and an amenity city. However, to develop its economy and science, to build up a harmonious society and new socialist rural areas in Beijing, land resources play an important role as a vital resource and capital. With problems concerning economic, social and natural resources, the central government attempts to solve these problems by carrying out a more strict land policy and planning. The relationship between the land resources of the city and the construction of Beijing into an amenity city has been analyzed and presented from the vantage point of constructing a harmonious society.
