文化发展越来越成为人类社会发展的重要动力和支配性要素;文化对社会发展的影响力和渗透力越来越强;文化已深深融入经济之中,生产力可以借助文化的力量实现质的提升;提高文化产业的比重正成为产业结构升级的重要方向。湘西土家族苗族自治州作为少数民族贫困地区,要实现经济社会赶超性的发展战略,实现全面建设小康社会的奋斗目标,必须立足本地实际,大力发展特色文化产业,努力打造湘西土家族苗族自治州自己的文化经济体系。

The essential motivation and decisive factor of social development depends more and more on the progress of social culture. The social culture＇s influences and infiltration become more and more deeper. Culture has penetrated in the economy. The productive force can be enhanced by means of the cultural force. The industrial structure has been escalated on the base of upgrading the ration of cultural industry. The minority nationalities of Tujia ＆ Miao area in west Hunan is backwardness economy zone. In order to build the well-being society in all round, the authorities in West Hunan must try their best to establish their own cultural and economic development scheme on the basis of combination to local condition and mobilization of particular local culture industry to promote economic progress.
