试论我国行政法治的运行环境

Discussion on the Working Environment of Administrative Law of our Country

文章从政治、经济、文化和国际等四个方面探讨了我国行政法治的运行环境。认为执政党是行政法治的发动者和实施者;市场经济是行政法治的经济基础;我国的传统文化对行政法治有相当大的影响;在我国加入WTO和《公民权利与政治权利国际公约》后,国际环境对行政法治也产生了重要影响。

This thesis discusses the working environment of administrative law of our country from four aspects： politics, economy, culture and international environment. The authors point out that the haling party is the engine and the executor of the administrative law, that the market economy is the economic foundation, that the traditional culture plays a role on the working of administrative law, and the international environment also impacts a lot after china＇s entry into WTO and the International Covenant on Civil and Political Rights.
