江苏省全面建设小康社会进程中教育经费投入问题的分析

Analysis of the Devotion in Educational Expenditure during the Process of Building a Well-off Society in Jiangsu in an All-round Way

全面建设小康社会迫切要求我们的教育要努力为构建全民学习、终身学习的学习型社会服务,为此必须加大对教育的投入。教育投入是人力资本投入,是对提高劳动者技能、素质的投入,也就是对提高劳动生产率的投资。目前江苏省还存在着教育经费投入所占国内生产总值(GDP)的比例明显偏低,财政教育经费支出结构不合理、农村义务教育经费短缺,资金使用效率低下等问题。因此,要进一步完善教育财政体系,加大财政转移支付力度,实现教育经费来源多元化,强化对教育财政资金的管理,以保证教育事业的健康发展。

Education system plays an important role in constructing a learning society in the process of building a well-off society in an all-round way. So it is necessary to increase the devotion of education. At present there are still many problems in the education system of Jiangsu Province, such as lower proportion of educational expenditure in GDP, unreasonable structure of the outlay of educational expenditure, the lack of educational expenditure in the country＇s compulsory education, the low efficiency of the expenditure and so on. Therefore, it is urgent to perfect the educational expenditure system, to increase the transfer efficiency, to actualize the pluralistic resources of educational expenditure and to reinforce the management of the money, which could guarantee the healthy development of the education.
