摘要
就业是制约我国经济社会协调发展的瓶颈问题之一,树立和落实科学发展观的当务之急是从就业上统筹经济社会发展,想方设法促进就业发展。文章论述了通过产业发展和产业结构转型促进就业发展的必要性;并以教育业和医疗卫生业为重点,分析了充分发掘和利用产业内部已经潜在的就业机会的可能性,提出要加强公共政府建设,以公共财政促进就业发展。
Employment is one of the bottleneck issues that constrain the coordinated development of the economy and society of China. The first thing in implementing the scientific concept of development is to plan the economic and social development in terms of employment and try all means to improve employment. This paper discusses the necessity to promote employment by the transformation of the industrial development and industrial structure; with education and medicine as the focus, the author analyzes the probability of making full use of the potential employment opportunities and proposes to reinforce the construction of the public government to boost employment by the public finance.
