从源头治理金属表面多种前后处理(统称精洗)的污染,促进清洁生产,一是创新,二是法治。创新是资源优化配置技术的研究开发,循环应用。法治是创建有执行力度、正反双向的激励机制。

The treatment of metal surface by using many processes was called fine wash. In order to prevent pollution during the treatments and promote production in cleaning, both innovation and govenment by law were proposed. The formmer means developing new technologies which optimally utilized the resources. The latter means creating a encouragement system which can be strongly caried out from both positive and megtive aspects.
