企业化:政府高效服务的路径选择——兼论“后全能主义”

在后全能主义时代,由于公民社会组织、经济、民主、法治的进一步发展,使得政府不得不摈弃传统体制下的管制型模式,并转向以提供公共产品与服务为目的运行模式,从而提高服务效率和应对公众需求。而政府提供高效服务的最佳途径则是用企业家精神指导政府行为,把企业运行机制引入政府管理的过程之中。
