摘要
毛泽东《论十大关系》讲话确定统筹兼顾为中国社会主义建设的基本方法。在社会主义建设新时期、新阶段,统筹兼顾理论与非均衡发展观、可持续发展观结合,形成社会主义市场经济条件下的方法理论。党的十六届三中全会提出统筹兼顾的新理论,进而提炼出科学发展观。
It was in On the Ten Great Relations that the view of unified planning was first specified to be the basic strategy for the construction of socialism in China with the belief that a harmonious society will not be build unless unified planning is carried out with all the conceming factors taken into account. In the new era of socialist construction, the combination of the ideas of unified planning, unbalanced view of development and sustainable development merge together to form a new methodology under the conditions of socialist market economy. Thus the Third Plenary Meting of the 16th Conference of CPC put forward the new theory of unified planning with the refined view of scientific development.
