我国循环经济立法初探

An Initiative Study of the Legislation of Circular Economy in China

在我国经济社会发展进入新阶段的时期,我国土地、淡水、能源、矿产资源和环境状况对经济发展已构成严重制约。发展循环经济,加快建设资源节约型、环境友好型社会,促进经济发展与人口、资源、环境相协调成为今后我国经济发展的一项重大任务。借鉴发达国家成功的循环经济立法和相关政策为我国尽快规范这一领域的经济发展提供了有力的帮助。

As China＇s socialist economy enters a new stage of development, the growth of economy has become increasingly restrained by the conditions of land, fresh water, energy resources, mineral resources and environment. Thus in the future development of China＇s economy there emerged a vital task to enhance the growth of circular economy so as to accelerate the construction of a society with strict economy of resources and harmonious environment, and to promote the coordination of economic development and population, resources and environment. Reference to the legislation of circular economy and relative policies in developed countries will be of great help to the standardization of the economic developrnant in this field.
