构建稳定的周边地缘环境是维护中国国家安全,保证现代化建设顺利进行的需要。构建稳定的周边地缘环境主要包括以下几个方面的内容:以稳定的大国关系为国家安全支点、以妥善处理领土争端为国家安全保障、以建构区域合作机制为国家安全基础。

Building periphery geographical environment is the need of keeping China state safety and constructing medernization favorably. It contains three aspects： steady relationship to strong countries supports state safety; dealing with territorial dissension protects state safety; building system of area cooperation is base of state safety.
